Before admission Shepherd of the Hill provides a complimentary nursing assessment to determine the level of care the person will need.  This is done at home, in another nursing facility, or in the hospital by our assessment team.  They will provide you with a pre-admission check list and assist individuals desiring intermediate (nursing) care with starting the completion of the Pre-admission Screening (PAS) process.

The Indiana State Legislature created the PAS program in 1983 to assure that only people needing nursing home care are admitted to such facilities.  PAS is a process which consists of an application, a comprehensive assessment of needs, a plan of care, and a finding or decision about the most appropriate placement.




State law encourages all persons to participate in PAS.  If a prospective resident refuses to participate and personal funds are depleted within the first year, they will incur the penalty of non-payment by Medicaid for up to one year’s daily costs.

If the application is initiated while the applicant is living at home, the assessment is usually completed in 30 to 45 days.  A decision is then sent from the State Welfare department to Shepherd of the Hill or the applicant.  Approval is valid for 90 days.

 If the physician and PAS representative agree there is a need for an emergency placement, approval can be given for admission immediately and the assessment will be completed within 25 days from the date of admission to the nursing facility by the PAS team.

 If the applicant is coming from the hospital, the program is initiated by the hospital’s discharge planner and completed after admission to the nursing home.
